State/Territorial Legislative Funding Roundtable

This interactive session will include reports on developments related to state/territorial legislative funding initiatives aimed at increasing resources for civil legal aid. Updates will be provided on the ABA's data collection process to support funding efforts and on potential federal funding that might be available at the state/territorial or local advocacy levels. Participants will be able to share developments in their states/territories in a roundtable format and learn from others about what has worked, and what has not worked, in raising state/territorial legislative funding and accessing potential federal funding.

  • Participants will learn about the legal aid funding that is available in other jurisdictions and how their state/territory compares.
  • Participants will learn about new federal funding streams for legal aid and how to access them.
  • Participants will learn about innovative resource development strategies to secure state/territorial, local, and/or private funding.
  • Participants will learn more about how to use the ABArray data dashboards and how to access technical assistance from the National Legal Aid Resource Development Technical Assistance Project.

Shubi Deoras, JD

ABA Resource Center for Access to Justice Initiatives

Shubi Deoras serves as Counsel/Director for the ABA Resource Center for Access to Justice Initiatives, a project of the American Bar Association's Standing Committee on Legal Aid and Indigent Defendants (SCLAID). She held the position of Assistant Counsel to the ABA Commission on IOLTA from 2014 – 2018. Prior to that, Ms. Deoras provided independent consulting services on a variety of civil and criminal justice system matters. From 2000 – 2005, she served as SCLAID’s Assistant Counsel for indigent defense matters. Ms. Deoras received her J.D. from Boston University School of Law and a B.A. in Economics from Washington University in St. Louis.

Jared Smith, JD

Director of Programs

MIE

Jared Smith is MIE’s Director of Programs, a role in which he works to develop innovative remote and in-person trainings, engaging resources, and effective spaces for collaboration. In this role, he also supports private and legislative fundraising efforts, including by enhancing access to the ABA Standing Committee on Legal Aid and Indigent Defense’s online ABArray Legal Aid Funding Data Report. In the past, Jared has served as the Foundation and Development Manager for the North Carolina Equal Access to Justice Commission and Pro Bono Resource Center, Communications Coordinator for the National Association of Pro Bono Professionals, and adjunct professor at the University of North Carolina School of Law. He is also an active volunteer in the legal profession, having served in leadership roles in the North Carolina Bar Association, North Carolina Bar Foundation, and UNC Law Pro Bono Alumni Board, and he has presented nationally on topics related to leadership development. He is a graduate of Carolina Law and of Davidson College and is a licensed attorney in North Carolina. He is based in Durham, North Carolina.
