Joel Ferber is the Director of Advocacy of Legal Services of Eastern Missouri. He is a graduate of John Hopkins University and New York University School of Law. Joel has conducted extensive advocacy regarding Medicaid, SNAP, and other public benefits and civil rightsissues. He has litigated cases affecting low-income clients in the United States District Courts, the United States Court of Appeals for the Eighth Circuit, the Missouri Court of Appeals and the Missouri Supreme Court. He was also one of the lead attorneys representing Missouri consumer groups in the settlement of a lawsuit involving the reorganization of Blue Cross and Blue Shield of Missouri: a settlement that established the Missouri Foundation for Health, the largest health care foundation in Missouri. Joel has won numerous awards including the Alberta Slavin Award from Consumers Council of Missouri (2012), the Clarence Darrow award from St. Louis University School of Law (2011), the Rachel Farr Fitch Health Care Award from the League of Women Voters (2022) and the Missouri Lawyer of the Year award, along with co counsel (2022), for successful litigation to enforce the Medicaid expansion requirement of the Missouri Constitution. Joel has been a presenter at numerous state and national conferences and has written extensively on health care access, advocacy and public benefits in Clearinghouse Review, the St. Louis University Law Journal, the Journal of Law, Medicine & Ethics, and elsewhere. He has also been a trainer on Affirmative Litigation and advocacy for the Sargent Shriver National Center on Poverty Law, the National Legal Aid and Defender Association and the Committee on Regional Training (CORT). He serves on the board of directors of the National Health Law Program. In his spare time, Joel plays the mandolin with “As the Crowe Flies” at clubs and festivals in the St. Louis region

Claudia Wilner is Director of Litigation and Advocacy at the National Center for Law and Economic Justice, where she leads the organization’s innovative work to advance economic, racial and disability justice through impact litigation, policy advocacy, and support for grassroots organizing. Claudia works on a broad array of issues important to low-income people and communities, including access to benefits, police discrimination, environmental justice, disability rights, workers’ rights, and unlawful civil and criminal debt collection. Claudia also serves as editor of the Federal Practice Manual for Legal Aid Attorneys, a storied federal litigation resource for public interest lawyers. Prior to NCLEJ, Claudia was Senior Staff Attorney at New Economy Project, where she launched and supervised the NYC Financial Justice Hotline and worked with thousands of low-income New Yorkers to fight discriminatory economic practices. Claudia’s proudest achievements from her time at New Economy Project include the legal victory in Sykes v. Mel S. Harris and Associates, which resulted in a $59M settlement fund and vacatur of 195,000 fraudulently obtained default judgments, and passage of New York’s Exempt Income Protection Act, which automatically protects a core amount in every bank account from restraint and seizure by debt collectors. Previously, Claudia served as a Skadden Fellow at the Mental Health Project of the Urban Justice Center and as a law clerk for Judge Stephen Reinhardt of the Ninth Circuit Court of Appeals. Claudia graduated from New York University School of Law in 2002, where she was a Root Tilden Kern Scholar. She has received the Legal Services Award from the New York City Bar Association, the Rising Star Award from the Partners Council of the National Consumer Law Center, the National Association of Consumer Advocates’ Consumer Advocate Award, and was a finalist for Public Justice’s Trial Lawyer of the Year award.

Sarah Galvan is the Managing Director of Strategic Partnerships and Trainings at Justice in Aging. In this role, she works with state and local advocates to implement transformative policy change and advance a proactive vision for aging policy. She also provides project direction for our national training and education program, which helps advocates build capacity, expertise, and skills to advocate for and with older adults. Sarah started her career as a legal aid attorney, and built expertise in legal aid funding and delivery systems for older adults. She is a 2009 graduate of the University of Notre Dame Law School. Sarah serves on the board of directors for HART, the editorial board for American Society on Aging’s Generations Journal, and the advisory board for the Eldercare Locator.

Hugh F. "Trey' Daly III is the Director of the Public Benefits Practice Group at Legal Aid Chicago, managing 30 advocates helping clients maximize benefis from the Illinois Department of Human Services, the Social Security Administration and the Department of Veterans Affairs. Trey is a graduate of Xavier Unviersity in Cincinnati, OH and the University of Kentucky College of Law in Lexington, KY. Trey joined Legal Aid Chicago in2017. Previously he was an attorney with ProSeniors in Cincinnati from 1987 - 1990, and the Legal Aid Society of Greater Cincinanti from 1990 - 2013. He was also the Ohio State Director for Enroll America from 2013 - 2016.. Trey has been recognized for his expertise in public benefits including as a 2009 Robert Wood Johnson Foundation Community Health Leader.
